Rep. Jesse Topper of the 78th District, Bedford and Fulton Counties, said the tentative budget calls for spending down the surplus fund and the Rainy Day fund "because our economic growth is on a downward trend". Representative Topper is the Guest on Sunday on The Volpe Report at 10:30 am. on FOX 56. He said Pennsylvania is not open for business right now in many ways, particularly in our energy sector where we don't have enough new development for job creation or to alleviate stress on the grid. The Republican Leader said there is plenty to talk about regarding the proposed $5.5 Billion increase in the budget and he's optimistic there will be a meeting of the minds by June 30th. However, he stressed that in a couple of years "if we don't create more family sustaining jobs and have businesses grow in Pennsylvania, it will mean this year we might find a way to put some bandaids on it and paper over it to come up with a number that gets us through the year, but we are not setting ourselves up for success in future years.
