Speaker McClinton said the end result of the budget will see the largest ever investment in public schools for grades K-12. Public safety is high on Mrs. McClinton's agenda, too. She said she would like to get legislation banning untraceable "Ghost Guns". These are weapons purchased piecemeal via the Internet, all of which have no traceable numbers. According to the Speaker, ranks in police departments-state police included-are shrinking due to the inability to attract applicants. If a model program being tested in Philadelphia pans out, it could dramatically change the recruitment procedure.
