Unfortunately, the Governor has proposed PACER, a cap and trade energy tax similar to RGGI, which will place an energy tax on all Pennsylvanians. One line item in the proposed budget is the legalization of recreational marijuana. The Democrat House early in May approved legislation, strictly on a party line vote of 102-101 to move forward with the legalization, but the Senate, controlled by the Republicans, doesn't have much interest in approving such legislation.
